Position Summary
The Vice President of Business Networks provides executive leadership and strategic oversight for ICAN’s IPA and Managed Services business lines:

ICAN IPA – A network of behavioral health, mental health, peer, and medical providers delivering direct care services.

ICAN Managed Services – A managed services platform providing back-office, operational, and strategic support solutions to nonprofit organizations.
This role is responsible for operational excellence, network performance, growth, marketing, outreach, and revenue expansion across both lines of business. The Vice President ensures each network operates efficiently, delivers measurable value, maintains strong partner engagement, and expands its reach statewide.
The position oversees the Director of IPA Operations and the Director of Managed Services and drives strategic integration, scalability, and sustainable growth.

Position-Specific Responsibilities
Programs / Operational Functions Overseen
Provide executive oversight of:

Director of IPA Operations
-
Director of Managed Services
Ensure operational alignment, quality standards, and performance accountability across both networks and business lines
Oversee subcontracted provider and partner network performance
Establish standardized processes, reporting frameworks, and accountability structures
Ensure regulatory compliance, contractual integrity, and quality assurance within both business lines
Monitor service delivery performance, client/member satisfaction, and network engagement
Support development of scalable infrastructure to accommodate growth
Align both business networks with ICAN’s mission, culture, and strategic priorities
Key Outcomes & KPIs
Growth in IPA provider network participation
Growth in Managed Services client base
Revenue expansion across both business lines
Retention rates of network providers and managed service clients
Successful onboarding of new partners
Quality and compliance performance metrics
Increased geographic coverage and service penetration
Satisfaction metrics from providers and nonprofit partners
Diversification of revenue streams
Budget / Funding Responsibilities
Develop and manage revenue projections for both business networks
Collaborate with finance leadership on budget development and performance monitoring
Ensure profitability and financial sustainability of both lines of business
Oversee pricing strategy and service fee structures
Contribute to financial modeling for expansion initiatives
Support development of value-based arrangements and innovative funding mechanisms
Monitor contract performance and fiscal accountability
Community & Partner Relationships
Serve as senior representative for ICAN IPA and Managed Services
Build and maintain relationships with:

Behavioral health and medical providers

Nonprofit executive leaders and boards

Government and regulatory agencies

Industry associations and coalitions
Position ICAN as a trusted partner in both clinical network management and nonprofit operational support
Facilitate collaboration among subcontracted providers and nonprofit partners
Strengthen statewide visibility of ICAN’s business networks
Maintain strong networking presence to drive expansion and brand recognition
Education/Experience

Minimum 5 years of progressive leadership experience

Bachelor’s degree in Healthcare Administration, Business Administration, Public Administration, Nonprofit Management, or related field (Master’s preferred)

Experience in healthcare network management, IPA structures, or managed care environments preferred
-
Experience in nonprofit management, operational consulting, or shared services models strongly preferred

Demonstrated success in business development, sales, or revenue growth

Experience overseeing multi-line business operations
-
Strong understanding of healthcare systems, provider contracting, and regulatory environments

Proven ability to lead teams, negotiate contracts, and build strategic partnerships

Strong presentation, training, and executive communication skills
