Job Summary
The City of Fort Collins is seeking an Analyst II, FIS to join our Finance department. The Analyst II, FIS role supports the integrity, functionality, and performance of the City’s financial systems by serving as a technical resource for ERP platforms, budgeting tools, reporting applications, and system integrations. This position supports system enhancements; provides ongoing technical and functional assistance to end-users; and ensures secure, well-governed financial operations through effective access management, documentation, training, and adherence to internal controls.
Working collaboratively with finance, procurement, payroll, HR, and IT teams, the Analyst II maintains data quality and integrations, develops reports and dashboards, and supports critical financial cycles such as month-end and year-end close. The role also monitors system performance, partners with vendors, and advances policies, procedures, and governance practices to align financial technology operations with citywide strategic goals.

Essential Duties and Responsibilities
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.
- Serve as a system administrator for financial and accounting systems, including user access management, system configurations, and security roles.
- Support the planning and execution of citywide financial system implementations, upgrades, and strategic enhancements to ensure alignment with city priorities.
- Provide ongoing technical and functional support and training for ERP systems and related financial applications; resolve issues, perform root cause analyses, and escalate when necessary.
- Collaborate with finance, procurement, payroll, human resources and IT teams to ensure seamless operation and data integrity across systems.
- Monitor department-level KPIs to measure system performance, user satisfaction, and project outcomes.
- Participate in the design, testing, and implementation of system upgrades, patches, enhancements, and new modules.
- Support cross-departmental process improvement initiatives to standardize and optimize financial workflows in alignment with strategic goals.
- Develop and maintain integrations via data, APIs, flat files with various customers such as retirement record keepers, Revenue/Point of Sale systems, budget, risk management, and sales tax.
- Develop and maintain system documentation, including user guides, process flows, and training materials.
- Design and generate financial reports and dashboards using tools such as Power BI, SQL, or reporting modules within ERP systems.
- Support month-end and year-end close processes through system validations, data extractions, and reconciliations.
- Support vendor management for financial technology partners for service delivery oversight and provide feedback on performance.
- Support development of department policies and procedures related to system governance, access, security, and data integrity.
- Conduct training sessions and workshops, and onboarding for end-users on system functionality and new features.
- Ensure compliance with internal controls, data governance, and regulatory requirements as they relate to financial systems.
- Promote and enforce data governance and stewardship practices to maintain data quality and integrity.

- Strong understanding of payroll and human resource processes.
- Hands-on experience with ERP systems such as Oracle, Workday, SAP, PeopleSoft, or similar platforms.
- Proficiency in data analysis and reporting tools (e.g., SQL, Excel, Power BI, Tableau).
- Familiarity with system integration concepts, including APIs, data imports/exports, and ETL processes.
- Demonstrated leadership experience in managing technical teams and cross-functional projects.
- Ability to align financial systems strategy with organizational goals and regulatory requirements.
- Experience managing departmental budgets and technology investments.
- Proven ability to lead change initiatives and foster a culture of continuous improvement.
- Excellent problem-solving and troubleshooting skills; ability to perform root cause analysis and propose practical solutions.
